Background
The Commission had in its sitting on 3.7.07 directed the Principal Secretary, N.C. Hills Autonomous Council, Haflong to give hearing to the petitioner Mr. Bimanta Thaosen by treating the appeal petition dated 21-3-2007 filed before the Additional Chief Engineer, PWD (R) Haflong Division as the first appeal and to direct the Executive Engineer, PWD to furnish complete information to the petitioner within one month. The Commission also directed the Additional Chief Engineer, PWD (R&B) Haflong to inform the Commission within a month the reasons for his absence from hearing on 3.7.07.

The Principal Secretary, N.C. Hills Autonomous Council, Haflong heard the case and had sent a copy of his order dated 1.8.07 in which he had directed the authorities i.e. Additional Chief Engineer, PWD (R&B) Haflong and the Executive Engineer, PWD to furnish the information within 3rd August, 2007. This order was passed by him as the 1st Appellate Authority.

The Additional Chief Engineer, PWD (R&B) Haflong informed the Commission that the then Additional Chief Engineer, PWD (R&B) Haflong was on earned leave at the time of hearing and hence could not attend the hearing.

Decision of the Commission
On perusal of the compliance report the Commission found that point wise reply to the petition of Mr Thaosen dated 21.3.07 along with details were furnished to him. As such the Commission decided to close the case.
