Background
The Commission had in its sitting on 3.7.07 directed the Principal Secretary, (N), N.C. Hills Autonomous Council, Haflong to give hearing to the petitioner Mr. Labjen Kemprai by treating the appeal pending with him as the First Appeal under the RTI Act, 2005 and take steps to furnish complete information to the petitioner within one month.

The Principal Secretary, N.C. Hills Autonomous Council, Haflong heard the case and had sent a copy of his order dated 1.8.07 in which it was stated that the information sought for by the petitioner were furnished. This order was passed by him as the 1st Appellate Authority.

Observation of the case
On perusal of the proceeding of hearing for information on Mahasadak Construction and Rly B.G. Line conversion construction under the RTI Act, 2005 it was found that the Principal Secretary, (N), N.C. Hills Autonomous Council, Haflong had clearly stated that the information furnished by the concerned department to Mr Kempri
was satisfactory to him.

Decision of the Commission
On perusal of the information furnished the Commission found that point wise reply to the petition of Mr Kemprai dated 21.3.07 along with details were furnished to him. As such the Commission decided to close the case.
