Brief of the case
On 27.4.07 a petition was received from Shri Kishalaya Sinha of Guwahati in which he stated that he
submitted two letters dated 10.2.07 and 17.2.07 for detailed information from the SPIO of the
Director, Employment & Craftsmanship but the SPIO gave an incomplete and misleading reply to his
letter dated 10.2.07 but did not give any reply to his letter dated 17.2.07. The information sought
for vide his letter dated 10.2.07 were as follows:
1. To furnish a Xerox copy of the Director's reply to letter No. GLR/100/2004/173 dated 21 st June,
2006, sent in response to letter No.600 (AC)/31/CI28/2006-Estt dated 26th May, 2006 to the Ohief
Secretary, Government of Assam, from Shri V. Vidyavathi, ANTI-CORRUPTION Director, Prime Minister's
Office.
2. To furnish a Xerox copy of the Director's reply to letter No.100/2004/188 dated 20th July 2006,
sent in response to the letter from Shri Digvijaya Singh, General Secretary, AICC to Shri Tamn
Gogoi, Chief Minister of Assam.
3. The Director informed NE TV (as telecast on December 27, 2006 Chid December 28, 2006, and on
January 2, 2007) that he had sent a detailed report to Dispur. Furnish a Xerox copy of
that report.
4. a) In the suspension order, Memo No. DET (E)PA-38/2006/5705-l3, dated 27th December 2006,
placing him under suspension, the Director stated that his reply to the show-cause letter was not
as per laid down procedure. What according to the Director, is the "laid down procedure"? Is there
a laid down procedure? How was his show cause reply no as per laid down procedure? He had replied
to each of the 9 points in show cause letter.
b) In the suspension order, the Director stated that he had resorted to tempering of documents and
cheating. What evidence does the Director have of his tempering of documents and cheating?
c.) In the suspension order, the words "and cheating" were not typed but in someone's handwriting.
Whose handwriting was that?
5. He have not yet received his salaries for October, 2006 and November, 2006 because his earned
leave on medical grounds has not yet been sanctioned. When will his E.L. be sanctioned?
6. Has his application for Subsistence Allowance been processed and sent to ITI, Haflong.
7. As evidence against him, the Director, in his show-cause letter No. DET(E) P A38/2006/4963 dated
28th / 30th November 2006, cited among his "list of witnesses". (i) Miss Gayatri Saikia,
Trainee of Electronic Mechanic trade, ITI for Women, Guwahati. Furnish a Xerox copy of her
letter. (ii) Sri Depak Bharali, Trade Fitter. To which ITI does he belong? Furnish a Xerox copy
of his statement. (iii) "4 others". What are their names? To which ITIs and to which trades do
they belong? Furnish Xerox copies of their statement.
8. To furnish a Xerox copy of the letter submitted by Miss Gayatri Saikia's guardian to the
Director regarding non payment of her ST stipends, copies of which were sent to high dignitaries
in New Delhi.
9. To fumish a Xerox copy of the letter submitted to Mrs. Mousumi Sen by trainees of Draughtsman
Trade of ITI for Women, Guwahati, requesting appointment of Trade Instructor, copies of which were
sent to Mrs. Sonia Gandhi and Shri Digvijaya Singh.
10. By transferring him to ITI, Haflong, on April 28, 2006, did the Director, or did he not,
violate the Election Code of Conduct in operation in Assam at that time? Was this illegal or not?
11. He joined ITI for Women, quwahati, on September 6, 2005. Less than eight months later, on April
28, 2006, the Director transferred him to ITI, Haflong, Why?
12. For how long has each present Mathematics Instructor / Instructress been working at ITI, Guwahati?
13. (a) What is the total amount given by World Bank so far for the ITIs of Assam? (b) How many ITIs
of Assam and how many Trades are included under World Bank Scheme. (c) Under World Bank Scheme,
whether tools and equipment have been purchased:
(i) following proper procedure for Tenders
(ii) as per syllabus
(iii) after proper marked evaluation
(iv) obeying proper specifications and brands
(v) on approval by all members of Purchase Committees constituted by Govt of Assam
14. (a) How many CNC machines have been supplied to the ITIs of Assam?
(b) How much did each CNC machine cost?
(c) Have the CNC machines been installed properly in the it is of Assam?
(d) How much money was expended in "installation" of the CNC machines?
(e) Are the CNC machines in rum1ing condition?
(f) How many instructors are operating the CNC machines?
(g) How many ITI trainees have been benefited by CNC machines? Furnish documents. If there
have been anomalies, whether the anomalies are unlawful or not?
15. (a) How many gear hobbing machines have been purchased for the ITIs of Assam? At what cost?
Are they included in the syllabus for ITI trainees (as published by Asian Publishers)? If not in
syllabus, whether the purchases were unlawful or not?
(b) How many plasma welding machines have been purchased for the ITIs of Assam? At what cost? Are
they included in the syllabus for ITI trainees? If not, whether the purchases were unlawful or not?
(c) How many profile projectors have been purchased? Have they been purchased as per syllabus, and
according to requirements? If not, whether this is unlawful or not?
16. Are tolls and equipment procured: (i) after proper market evaluation? (ii) according to lowest
market evaluation (not just according to lowest tender)? If not, whether this is illegal or not.
17. (a) How many Trades in how many ITIs of Assam have not yet been affiliated by Govermnent of
India (DGE&T) due to lack of proper tools and equipment (even after the trades having been
introduced long ago)? (b) Where did the money supplied by Govt. of India to purchase these tools
and equipment disappear?
18. a) What is the total amount given by Prime Minister's Package so far for the ITIs of Assam?
(b) How many ITIs of Assam and how many Trades are included under Prime Minister's Package?
(c) Under Prime Minister's package, whether tools and equipment have been purchased:
(i) following proper procedure for tender
(ii) as per syllabus
(iii) after proper market evaluation
(iv) obeying proper specifications and brands
(v) on approval by all members of Purchase Committees constituted by Government of Assam.
If not, whether this was unlawful or not? Furnish documents relating to each of the above.
19.How many ITIs of Assam, and how many traders have been selected for upgradation under Prime
Minister package?
20. (a) Under Prime Minister's package how many Trades in whih ITIs of Assam have been selected to
offer short-term courses? (b) whether tools and equipment have been purchased. for short tenn
courses
(i) as per syllabus and as per proper specifications
(ii) as per proper market evaluation
If not whether this is unlawful or not?
Whether the purchased machines and equipment have been installed properly, or whether they are
lying as garbage in ITI stores. (d) Under Prime Minister's package how many trainees have completed
training in the various short-terms courses? Please give details ITI-wise and trade wise. (e) have
the short terms courses been offered after considering market potential and available
infrastructure? For Example, is CAR SERVICING short term course at ITI, Guwahati being done
without supply of water for servicing cars? Whether this is unlawful or not?
21. a) How many sun-solaries computer servers for COP A Trade have been purchased? At what cost?
Are they required according to syllabus? Have they been properly installed? Or lying useless in
stores? If lying useless, whether this is unlawful or not?
22. Whether under Prime Minister Package ending in 2007, all tools and equipment for the various
trades of ITIs of Assam have been purchased as per syllabus and as per stated requirements?
If not, whether this is unlawful or not?
23. a) How many new ITIs in Assam have come under Prime Minister's package? How many trades have
been introduced at these new ITIs?
b) Whether tools, equipment and furniture and other infra-structure (building or rooms) as per
DGE&T norms have been provided at these ITIs?
c) Whether ITI trainees of one ITI have to go to other it is due to lack of tools and machinery
and raw materials? If so, are the trainees and instructors being harassed or not?
24. Whether tools, equipment and machinery bought under World Bank scheme and Prime Minister's
package for the it is of Assam are being completely utilized for training purposes, or also lying
as garbage in stores, without stock entry, and without informing ITI Trade Instructors in writing
and without asking them in writing to indent these items. If so, whether this is lawful on
unlawful?
25. To give statements of total money obtained from all sources (Central Government, State
Government, Prime Minister's package, and World Bank schemc) an spent on:
(i) procurement of tools and equipment
(ii) procurement of raw materials for the ITIs of Assam during the last five years (including
2005-2006 and 2006-2007) ITI-wise, trade-wise and year-wise.
26. As per training manual, ITIs should have 5 hours' practical classes daily, which requires
adequate supply of raw materials l consumable goods for practical training
(a) (i) How much money should be spent as per government rules per trainee per day?
(ii) How much money is actually spent per trainee per day at the ITIs of Assam
(b) Admission and tuition fees are collected from each trainee of the ITIs of Assam. Where does
the money go?
27. How many ITI trainees of Assam past and present have not yet received their
(i) SC stipends?
(ii) ST stipends?
(iii) General stipends?
28. Is it a fact that the Secretarial Practice trade at N. Lakhimpur ITI for Women received payment
for equipment from the Directorate without stock entry, and that the items were not delivered to
that ITI. If so, who was responsible? And is this legal or illegal?

30. (a) The building of ITI for Women, Guwahti built under World Bank project, has already started
to deteriorate and is without proper electrification. Why? (b) Whether the building of ITI for
Women, Guwahati has been handed over to the Directorate of Employment & Craftsmen Training,
Assam? If not handed over why?
31. When was the present Draughtsman Trade Instructor at ITI for Women, Guwahati, appointed? When
did the previous Trade Instructor resign? If there was a long delay in appointing a new Trade
Instructor, why was there such a long delay? Whey were the trainees harassed and deprived of
proper training for a long time? Why was the new Trade Instructor appointed only after copies
of the Draughtsman trainees letter to Mrs. Mousumi Sen were sent to Mrs. Sonia Gandhi and Shri
Digvijaya Singh, and not before.
32. What is the intake capacity of ELECTRONIC TRADE of ITI for Women, Guwahati? How many trainees
were admitted in 2004-2006 and how many appeared in the Final Trade Test in 2006? If the number of
trainees was extremely low, who was responsible?
33. In his interview with NE TV referred to above, telecast on December 27, 2006, December 28, 2006
and January 2, 2007 the Director stated that each trainee of the ITIs of Assam is provided with
tools and equipment (and raw materials) according to syllabus. It the Director still prepared to
maintain this statement and the other statements, made by him in his interview with NE TV?
The information sought for by him vide his letter dated 17.2.07 were as follows.
1. To furnish Xerox copies of all note- sheets relating to the transfer order served by the
Director on April 28, 2006, transferring me from ITI for Women, Guwahati to ITI, Haflong.
2. To furnish Xerox copies of all note-sheets relating to the order passed by the - Director dated
December 27, 2006, placing him under suspension.
3. (a) Did the supply of computers for ITESM Trade in ITIs of Assam follow proper tender procedure?
Were quotations invited through wide publicity? If not, why not, and was this legal or illegal?
If yes, please furnish copy of tender, and names of participating registered firms. (b) Please
give comparative statements (c) Whether M/s Ganapati Traders is a registered firm? (d) whether
M/s Ganapati Traders supplied computers to ITI, Dhansiri and to other ITIs of Assam according to
proper specifications and brand? (e) Whether computers supplied by M/s. Ganapati Traders were
received by the Superintendent of ITI, Dhansiri? If not received, why? (f) How many computers
are there in the 2 -years ITESM trade at ITI, Dhansiri? Is the number of computers extremely
few or NIL? If so , is this lawful or unlawful?
4.(a) Did the supply of books to ITI of Assam follow proper tender procedure? Were quotations
invited through wide publicity? If not, why not, and was this legal or illegal? If yes furnish
copy of tender, and names of participating registered firms. (b) Whether M/s Saud Enterprise,
entrusted with supply of NIMI books to ITIs of Assam, is a registered firm? (c) Give comparative
statements, (d) Home many books were ordered? For how much? (e) How many books have been
supplied? (f) where have the books been kept?
5. (a) Did the supply of TV sets to ITESM trade in ITIs of Assam follows proper tender procedure?
Were quotations invited through wide publicity? If not, why not, and was this legal or illegal?
If yes furnish copy of tender and names of participating registered firms (b) Give comparative
Statements (C) How many TV sets have been supplied? (d) whether supplied as per specifications
and brand? (d) whether supplied as per syllabus? (f) Whether supplied as per requirements?
(g) Whether order was placed after proper market evaluation?
6. Whether unlawful collusive practice is not being followed by "suppliers" M/s. Vishal Vyapar
Vikash, "M/s. Electromech Assam", and "M/s. ALTEC Systems & Engineers" three different names for
the same firm. Do they not form one party, with the scheming arrangement designed to establish
bid prices at artificial, non competitive levels? Is this not fraudulent practice by omission of
facts? Is this legal or illegal?
7. (a) Did the supply of hand tools to ITIs of Assam follow proper tender procedure? Were quotations
invited through wide publicity? If not, why not, and was this legal or illegal? If yes, please
furnish copy of tender, and names of participating registered firms. (b) Give comparative
statements (c) Is M/s. Talukdar Enterprise a registered firm? (d) Whether the firs has obtained
income tax I sales tax clearance? (e) To which ITIs of Assam has the firm supplied hand tools
under Prime Minister's package? For how much.
8. (a) How much money has been spent so far in the name of hostels of ITIs of Assam? Please give
date ITI wise year-wise. (b) Are these ITI hostels including ITI Guwahati hostel, being
properly run? Do these hostels have all necessary facilities?
9. How much money has been spent so far on approach roads to ITIs of Assam, including ITI,
Guwahati? Give data, ITI wise, year wise, If no work was done, who was I were responsible?
10. How much money has been spent so far on building boundary walls of ITIs of Assam including ITI,
Guwahati? Please give data ITI wise, year wise. If no work was done, who was I were responsible?
11. (a) Over 15 lakhs rupees was spent on so called "renovation" of ITI, Guwahati. According to The
Sentinel report published or April 27, 2006, there was massive cheating in the name of "renovation"
of the ITI, Guwahati building. Who was / were responsible for the cheating? Who was in charge?
Was this lawful or unlawful? (b) How much money has been spent on so called "renovation of ITI
buildings in- Assam? Give data, ITI wise year wise. How much of the money has been properly
utilized? (c) What is the present condition of the ITI buildings in Assam?
12. For the purchases made under Prime Minister's Package and World Bank Scheme: (a) Within how
many days were materials required to be supplied after NIQ? (b) 'Within how many days were
materials actually supplied after NIQ by the suppliers? (c) If there was delay, whether this
is legal or illegal?
13. (a) What is the total of ITI staff and trainees at ITI, Guwahati? (b) For how many
years has ITI Guwahati been without water in the toilets? Whyu
14. (a) What is the total number of ITI staff and trainees at ITI for Women, Guwahati.
(b) Is there water in the toilets of ITI for Women, Guwahati? If not, why? For how many years
has ITI for Women, Guwahati been without water in the toilets?
15. Do the toilets of the ITIs of Assam have water in their toilets?
16. What was the year-wise enrolment at ITI for Women, Silchar and at other ITI for Women in
Assam in the different trades against intake capacity during the last 5 years?
17. (a) Whether there are purchase guidelines for purchases wider (i) World Bank Scheme
(ii) Prime Minister's Package. (b) If so, whether these guidelines are always followed by the
Directorate? If these guidelines are not followed, is this legal or illegal?
18. (a) How many core machines (tractors) are there in Agricultural Machinery Trade at ITI,
Texpur? (b) How many Machanic Tractor trades are there in the ITIs of Assam( c) How many tractors
are there in ITIs of Assam having Agricultural Machinery and Mechanic tractor trades ITI-wise?
(d) Whether training Agricultural Machinery and Mechanic GTractor Trainees at ITIs of Assam
without tractors is unlawful or not? Who is/ are responsible for irregularities?
19. (a) How much money was spent on purchasing Audio-Visual equipment for the ITIs of Assam? Give
date ITI-wise. (b) Are these Audio-visual aids being properly utilized at the ITIs of Assam or
lying useless? If lying useless, why? Who is/ are responsible? (c) Have the trainees of ITIs of
Assam really benefited from these Audio visual equipment?
20. (a) How many ITIs of Assam have libraries? (b)' How much money was given for these libraries in
total and ITI-wise? (c) How many books, worth how much, do these libraries contain, ITI-wise?
21. (a) When was the COPA trade introduced at ITI, Guwahati? (b) How many core machines (computers)
are in working condition in that trade at present? (c) Are the computer versions updated regularly
or not? (d) Is the trade affiliated to NCVT or not? If not, why not? Is it because of lack of
equipment?
22. The Biswas report states that (a) many equipment and machinery have not been supplied to the
newly created ITIs. Why? (b) many of the equipment and machinery supplied are non-functional and
in need of repair, even though the ITIs have been started very recently. Why?
23. (a) Why has store verification not been done at ITI, Haflong despite public complaint? (b) why
have many computers supplied by the Directorate to ITI, Haflong been lying useless in the store of
ITI, Haflong for several years? (c) How m1.!ch money was spent in purchasing these computers?
(d) Despite computers having been supplied, why has COP A trade not been introduced yet at ITI,
Haflong? Who is fare responsible for this willful neglect?
24. (a) Whether ITI store verification is done regularly throughout Assam? (b) If not done
regularly, whether this is illegal or not? And what is the motivation behind this irregularity?
(c) If store verification has been done regularly, supply the dates of store verification at
each ITIs of Assam from the beginning till now.
25. (a) How many Trade Instructors / Instructresses are working at present in the Cutting and
Sewing Trade at IT!, Guwahati against how many posts? If there is an anomaly, who is / are
responsible? (b) How many ITIs of Assam have trainees in cutting and sewing trades without
having a Trade Instructor / Trade Instructress? (c) If trainees of cutting and sewing trade
at ITIs of Assam do not have Trade Instructors / Trade Instructresses, are the trainees
receiving proper training? If not, who is/are responsible? And is this lawful or unlawful?
26. For the Refrigeration & Air-Conditioning trade at the ITIs of Assanl are materials supplied:
(a) as per specification? (b) as per brand? (c) as per syllabus? (d) as per requirements?
27. For the Petrol Vehicle Repairing short-term courses under Prime Minister's package:
(a) How many fuel injectors have been supplied? (b) How much did they cost? (c) Whether they are
in the syllabus or not? (d) Whether supplied as per specifications and brand? (e) Whether installed
or lying as garbage in stores? (f) How many Instructors can operate fuel injectors? (g) Whether
they were tested in demonstrations to check if they were in running conditions? (h) How many
trainees have benefited?
28. (a) In the last auction at ITI, Guwahati, costly machines in running condition were reportedly
auctioned at unbelievable low prices. Why? Who was / were responsible? (b) Whether the auction was
widely publicized? (c) Whether proper auction procedure was followed? (d) Whether the low rates
accepted were in the interest of the government, or for personal gain? Was the auction transparent?
(e)supply list of participants in the auction. (f) If there were irregularities in the auction, who
wee responsible? Who were the Sr. principal and Principal-in-charge / Jr Principal of ITI, Guwahati
at that time?(g) If departmental proceedings against the Sr. Principal are going on, why have
proceeding not been drawn against the Principal-in-charge / Jr. Jr Principal in clear violation of
Article 14 of the Constitution? Why has no action been taken against the guilty?
29. Dainik Agradoot reported that tools and equipment have been lying unutilized in ITI Guwahati
store. True or false? If false, why no clarification was issued? If true, please give data on tools
and equipment kept in ITI, Guwahati according to stock entries, year wise.
30. (a) Who has / have been DDO of World Bank Scheme funds at the Directorate? (b) Who has /have
been DDO of Prime Minister's package funds at the Directorate?
31. Throughout the ITIs of Assam, how many machines and equipment and tools are lying without
stock entry, ITI-wise? Who is are responsible? Is this lewgal or illegal?
32. (a) P1ease give the figures for the number of trainees enrolled against intake capacity of each
trade at each ITIs of Assam during the last five years. (b) If the enrolment has not been full.
why?
33. When simple hand tools like screw drivers and hand gloves and safety goggles etc are not
available to the ITI trainees of Assam, extremely costly equipment and machines are purchased
(and kept in stores like garbage). Many are non functional and in need of repair. Why? Is this
illegal or not? Who is/are responsible? Whether this is not tantamount to misappropriation
of funds?
34. ITI Instructional staff Association, Assam, has repeatedly alleged misappropriation of funds
obtained under Prime Minister's Package. World Bank Scheme, and from Government sources. Why has
no action been taken?
35. (a) How much money has been spent on photostate machines for the Directorate and the ITIs of
Assam under Prime Minister's Package? What is the total number of Photostat machines purchased
(b) Did the supply of these Photostat machines follow proper tender procedure? Were quotations
invited through wide publicity? If not, why not, and was this legal or illegal? If yea please
furnish copy of tender and names of participating registered firms (c) Please give data on the
number of these Photostat machines in use (i) at the Directorate and (ii) at each ITI of Assam.
36. (a) If materials are not supplied as per syllabus what is the motive (b) If materials are not
supplied as per requirements what is the motive (c) If materials are not supplied as per proper
specifications and brand, what is the motive. (d) If materials are not supplied or supplied in
low quantities, what is the motive (e) If proper tender procedures are not followed in inviting
quotations, what is the motive.
37. The minimum qualification for admission to most ITI trades is HSLC passed. Many ITI trainees
are H.S. passed, and some even are graduates and post graduates, yet the Director told me in his
office chamber on April 26, 2006, that ITI trainees are (i) street-children (ii) School drop-outs
(iii) class VIII- passed. Does the Director still believe that ITI trainees are
(i) street-children (ii) School drop-outs (iii) class VIII- passed
38. Many damaging reports regarding massive corruption involving the ITIs of Assam have appeared
in the press and on the independent TV channel NE TV. Why have the authorities failed to respond
with clarification? Is it because they cannot defend their guilt?
39. (a) Does the Director deny the allegations of negligence made by trainees ofITI, Guwahati in
their interview with NE TV, which was telecast by NE TV on December 27, 2006 December 28, 2006
and January 2, 20077 (b) Does the Director also deny the allegations of negligence made by
trainees of other ITIs of Assam in their interviews with NE TV? (c) The Director stated in his
interview with NE. TV which was telecast on December 27; 2006, Decem~f"28~ 2006 and January 2,
2007, that there is no corruption in his Directorate. Does the Director still maintain that
there is no corruption in his Directorate?
40. (a) Does the Director, who is in charge of all the ITIs of Assam, believe that without his
permission I do not have the right to report to high dignitaries of our country like President
Dr. A.P.J. Abdul Kalam, Prime Minister Dr Mamnohan Singh, President of AICC and Chairperson of
UP A, Mrs. Sonia Gandhi, General Secretary of AICC, Shri Digvijaya Singh, and the ANTI CORRUPTION
Director, Prime Minister's office Shri V. Vidyavathi and to news and electronic media (like NE TV)
about massive corruption in the running of the ITls of Assam? (b) If the Director believes that
I do not have the right to report to the highest dignitaries of our country and to new and
electronic media, as a free and concerned citizen of independent India and also in view of the
Right to Information Act, 2005 about massive corruption, what are the grounds for his belief?
Both the petitions were transferred to the Director of Employment & Craftsmanship Training,
Assam by the Secretary of the Commission vide letter dated 6.6.07. Again on 9.8.07, the
Secretary of the Commission forwarded a complaint petition received from the petitioner for
disposal from his end.
Submission of the parties
The complainant stated that he was furnished information in response to his petition dated 10.2.07 by
the SPIO of the Directorate of Employment and Craftsmanship which was not complete. He also did not
get any information in reply to his petition dated 17.2.07 from the SPIO. He submitted that the
information given in response to para 1 to 3 were not correct as the records were available with the
Director. He also stated that he did not receive information relating to paras 12,13,15 and relating
to paras from 17 to 32.
The SPIO of the Directorate stated that the replies to paras 1 to 3 were available with the Director
and his reply was based on the suggestion of the then Director. He also stated that he did not get all
the information from the concerned authorities. The Director stated that as he was new to the job, he
was not aware whether all the information as asked for were available in his office but whatever
information was available in his Directorate would be furnished to the complainant. He would also
take steps to get the information collected and given relating to the petition dated 17.2.07.
Observation of the Commission:
The Commission observed that the complainant sought for information on 32 points vide his petition
dated 10-2-07 and on 40 points vide his petition dated 17-2-07. It was also observed that most of the
information relating to the proceedings against the complainant were available with the complainant
as the complainant confirmed that the departmental proceedings against him was disposed of and the
Director had discharged him from service. Many of the information sought by him were in the nature of
opinion and not really information. Being a public servant, the complainant was
expected to know the rights under the RTI Act and could have sought for specific information in a
direct manner and not in a round about way.
However, the Commission found it necessary and expedient to consult both the parties in order to
sort out the difficulties of furnishing information on vague and nonspecific points and after due
consultations, desired that the complainant. should cull out the points to which he wanted information
and prepare a fresh petition taking note of all the points raised by him in his application
dated 10-2-07 and 17-2-07. Then the Director Employment & Craftsmanship Training as well as the
SPIO should compile and prepare the information as sought for by the complainant.
Decision of the Commission:
On careful consideration of the facts and circumstances of the case the Commission decided to direct
the complainant to submit a fresh petition to the SPIO of the Directorate of Employment & Craftsmanship
Training listing in a precise and concise way the information required by him for which he would not
be required to pay any further application fee. On receipt of the petition, the SPIO in consultation
with the Director should furnish complete information within 30 days free of charge.
The SPIO of the Director, Employment & Craftsmanship Training should send a compliance report
on by 29.12.07
