The complainant submitted a complaint on 6.11.06 before the Commission alleging misbehavior by Shri Ranjit Kalita, Additional Deputy Commissioner, Dhubri (who is the PIO of the office of Deputy Commissioner, Dhubri) with A Ali deputed by the complainant to meet the PIO for submitting a copy of the fax on 23.10.06. The complainant alleged that Sri Kalita, ADC, Dhubri directed A. Ali to get out of his room and refused to accept the copy of the fax and also the fees. The complainant also stated that when he talked to the said officer (Sri Kalita, ADC, Dhubri) over phone he spoke rudely to him.

The PIO admited that as he was pre-occupied with some work and he was in an irritable mood he did behave improperly towards the person who came to him with the petition. He also admitted that there was hot exchange of words with the complainant when he talked to him (R. Kalita) over phone. He tendered apology to the complainant in presence of the Commission and shook hands with the complainant. He also requested the Commission to accept the apology and treat the matter as closed. He further assured the Commission that he would not give room for such complaints in further.

Decision of the Commission:

The Commission on due consideration of the facts and circumstances of the matter lets off the PIO with a strong warning that such conduct should not be repeated.
