The PIO states that she has furnished information pertaining to the petition of the complainant. The complainant informs that he has received the information. He states that he wanted the plan and estimate for construction of the Anganwadi Centre in Lumding. But although the PIO has furnished him the plan and the amount sanctioned by the Directorate of Social Welfare Department for construction of the centre, he has not been furnished the item wise estimates of the centre; as such the information received by the him is not complete.

The PIO states that as the Anganwadi Centre under ICDS programme was constructed by the Directorate of Social Welfare Department, Assam, Guwahati centrally, she has transferred the petition to the Director, Social Welfare Department for furnishing the complete information to the complainant.

In course of hearing the complainat has also mentioned that the centre has not been properly constructed and the foundation is weak. Also when he wanted information about the plan and estimate of road constructed by the Senior BDO, Lumding he has not been furnished with the information. The PIO of the office of the Deputy Commissioner, Nagaon informs the Commission that as the Junior Engineer under whose supervision the road was constructed got transferred to Karbi Anglong and the plan and estimate of the road had allegedly been taken by the Junior Engineer as reported by Senior BDO, Lumding that information could not be furnished. The Complainant submits before the Commission that the road has not been constructed properly as such he wants the plan and estimate of the road.

Decision of the Commission

The Commission on hearing both sides and on taking into account the submission made by the PIO and the complainant is of the view that the Director, Social Welfare Department should furnish the required information about the Anganwadi Centre at Lumding constructed under ICDS programme to the complainant. The Commission is also of the view that the SDO (C), Hojai should cause an enquiry into the aspects of the Anganwadi centre and submit the report to the PIO who will in turn furnish the information to the petitioner along with the detailed plan and estimates of the road construction. The Commission further directs that in case the Director, Social Welfare Department does not furnish the information as sought for by complainant within 30 days of the receipt of the petition transferred to it by the PIO of the D.C. Office Nagaon to him he was free to come back to the Commission.

The complainant may also feel free to approach this Commission if the plan and estimate of the road and of the building are not received by him from PIO within 15 days.

The complaint is closed with these directions.
